Pay Range:
$74,700 - $92,736 - E01.1 Annually
$89,670 - $111,324 - E01.2 Annually

Job Description
We have an opening for a Proposal Development Specialist. You will work collaboratively with scientists, principal investigators (PIs), and subject matter experts to identify funding opportunity announcements, develop full proposal content, provide proposal resource planning and compliance reviews, and manage proposal package submissions. This position is in the Biosciences and Biotechnology Division, within the Physical and Life Sciences Directorate.

Job Description
We have an opening for a Proposal Development Specialist. You will work collaboratively with scientists, principal investigators (PIs), and subject matter experts to identify funding opportunity announcements, develop full proposal content, provide proposal resource planning and compliance reviews, and manage proposal package submissions. This position is in the Biosciences and Biotechnology Division, within the Physical and Life Sciences Directorate.
You will:
- Identify and conduct preliminary analysis of grant opportunities through exploration of public announcements (NIH, Grants.gov, DOD, DOE, etc.).
- Research various sponsor websites for funding opportunity announcements relevant to the research environment and communicate information to the community.
- Serve as the central point of contact for the Division to support proposal resource planning, working collaboratively with internal staff and partners to collect, compile, edit and review compliance for all relevant documentation; balance workload across competing and demanding timelines to meet proposal submission deadlines.
- Interface with universities and other Government agencies and with LLNL’s Program Development Support Office (PDSO) and Strategic Partnerships Project (SPP) Office to respond to specific inquiries for meeting overall goals and objectives.
- Work with the PDSO to prepare and maintain boiler plate content for various documentation descriptions and templates.
- Work with PDSO team members to plan large effort collaborations with technical subject matter experts to manage the development and creation of proposals that are clear, concise, on-time, and compliant with sponsor requirements.
- Assist in developing documentation for annual report submission, including gathering and compiling data and information and editing and reviewing documentation for compliance.
- Perform other duties as assigned.
Additional duties at the E01.2 level:
- Perform data extraction, reporting, and analysis to facilitate troubleshooting process problems and make recommendations regarding the support of custom/specialized reporting capabilities.
- Contribute to development and implementation of improved organizational practices.
- Coordinate new data sources, quality standards, and resolution of data quality issues and communicate how new and/or modified requirements impact affected stakeholders and the Program.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Associate’s degree in Business Administration; Communications; Biological, Life, or Physical Sciences; or relevant discipline or equivalent combination of education and related experience.
- Effective organizational and project management skills and an understanding of standards, procedures, and techniques related to proposals, subcontracting, and business analysis.
- Ability to manage, organize, and prioritize multiple projects and meet competing deadlines.
- Experience interfacing with multi-level personnel and communicating technical information to users.
- Knowledge and understanding in handling sensitive documents, email, and computing procedures.
- Ability to be self-motivated, multi-task, adjust to frequent interruptions, and maintain focus when reviewing multiple documents to meet sponsor compliance requirements.
- Experience using MS Office Suite applications (Outlook, Word, Excel, Power Point) and proficiency in Adobe Acrobat.
- Experience creating and utilizing OneDrive, SharePoint, and BoxDrive sites.
- Strong ability to collaborate with others and work as a team, including when recommending and communicating process improvements. Highly effective interpersonal and decision-making skills, including an ability to prioritize customer service.
- Experience conducting detailed online research to gather required information to complete proposal submission sites.
Qualifications at the E01.2 level:
- Bachelor’s Degree in Business Administration; Communications; Biological, Life, or Physical Sciences; or relevant discipline or equivalent combination of education and related experience.
- Experience gathering, analyzing, evaluating, and interpreting data for purposes of documenting functional needs and constraints.
- Experience reviewing lengthy sponsor solicitations to interpret and provide clear detailed proposal compliance guidance to PIs.
- Extensive knowledge and experience creating or reviewing business proposals.
- Experience leading cross-functional teams in researching, gathering, and documenting multi-discipline user requirements and communicating recommendations and solutions to stakeholders.
Qualifications we desire
- Familiarity in reviewing grant solicitations to determine required documentation and develop proposal schedules and assignments.
- Experience using on-line proposal submission systems.
