This position holds the responsibilities for the scientific, technical, business, personnel and administrative functions of the center. The Materials Science and Technology Division at the Naval Research Laboratory (NRL) in Washington D.C. performs basic and applied research leading to new and improved materials, synthesis and fabrication processes, and materials-driven applications. This Division provides expertise and facilities to foster materials innovation and to enable new or improved materials performance at affordable prices with minimal environmental impact. This is accomplished through the implementation of innovative materials technologies leading to transformational warfighter capabilities.

Leads and coordinates complex multidisciplinary research and development programs, formulates and markets internally and externally funded programs, manages organizational budgets and finances, leads and mentors personnel, elicits organizational cooperation and collaboration, evaluates performance, and satisfies EEO requirements.
Provides skill in conducting fundamental multidisciplinary research on the physical sciences governing electronic, magnetic, optical, thermal and structural properties of materials and nanoscale structures to achieve substantial research contributions documented by archival publications and presentations leading to professional recognition.
Provides skill to effectively communicate research results in written forms including peer-reviewed archival publications, press releases, and reports; and orally in the form of presentations at professional society conferences, university colloquia, and seminars at domestic and international institutions.
This position requires demonstrated leadership in the management of complex scientific and technical research programs; knowledge of solid state physics including nanoscience, 2D materials, magnetism and superconductivity; knowledge of advanced quantum mechanical, finite element, discrete and multiphysics computational strategies; knowledge of nonlinear dynamics, signal processing and cellular biology processes.
Applicants should be recognized as a subject matter expert in the above areas of research and development, and should possess the ability to formulate strategic research objectives based on core scientific and technical areas of expertise, and to establish partnerships with Navy. DoD, industry and academia to leverage complimentary expertise and resources.
